Acting Chief Administrative Officer (Acting CAO)
Permanent/Full-time
The Makkovik Inuit Community Government (MICG) is seeking an effective and dynamic individual to support the Town's operations in the role of Acting CAO.
MICG is offering all possible support like training-coaching and tools that will permit the Acting CAO hired to get all the leadership and management competencies to eventually become CAO.
This support will come from MICG AngajukKak and Town Council, office employees, and, outside resources according to situations and needs of the Acting CAO.
This individual already possess some leadership skills and exhibit convictions in continuous improvement, professional development, client and customer service, public relations, and an overall passion for public service.
Primary Duties/Responsibilities to learn and eventually apply
Reporting to the Makovik Inuit Community Government, the Acting CAO is responsible to learn and eventually apply:
The planning, execution, conduct, and administration of the Community in accordance with Council's policies;
The management of operation and cost of all municipal activities, participation in supervision of contracts including :
o On the conduct of negotiations with trade unions representing MICG employees;
o On construction, maintenance, and development of municipal property;
o Ensuring Council's decisions, regulations, and orders are carried out.
Preparing annual Town budget and advising Council on financial matters, including the supervision of revenue collection and the control of Town expenditures.
Preparing proposals to seek funding with different agencies and to complete all necessary follow-up documents in a timely fashion.
Representing MICG on special occasions.
Supervising all staff employed by MICG.
The incumbent also performs other duties and exercise powers that may be vested by the Council.
Qualifications
General: Quick learner, good work ethic, positive, energetic, stay calm in delicate situations;
Relationship competences: respectful attitude, capacity to welcome unexpected situations and to welcome differences, non judgmental, good balance between listening and self expression, between action and reflection, between seriousness and sense of humour, capacity to adapt to each person or each team;
Organizational competencies: some knowledge and know how in management of individuals and teams, ready to learn and improve his/her management and administration skills.
Education and Training as assets:
University or College degree or diploma or certification in Business Administration, Commerce, or other related field;
Some knowledge in public administration, management or, demonstrate equivalent skills and abilities;
Some experience in relevant public or private financial management positions;
Good written and communication skills, as well as computer skills.
The ideal candidate could possess some knowledge and/or experience in administrative and/or management roles in municipal government and will have a good understanding of the many issues facing rural town municipalities in Nunatsiavut.
The candidate could possess some knowledge relevant to acts and legislation concerning Town or Community management.
Overall remuneration
Starting salary will be based on qualifications and experience, plus applicable Northern Allowance and benefits as per MICG policy including:
Paid holidays: 14 Days
Floating days: 4 days
Sick leave: 15 days per year
Annual leave:
Years of service Number of days per year
Up to 3 years 20 days
From 3 to 8 years 25 days
From 8 to 15 years 30 days
In excess of 15 years 35 days
